History of University

“The university is a union of education and science,” said the outstanding German scientist V. Humboldt, indeed, the university is a holy center connecting education and science, hardening the applicant on the way to knowledge, science. Each university has its own exemplary history, great teachers and talented students. By this, the university increases the dignity of the country, turns into the pride of society. The role of universities in glorifying their country, determining its future is special, and there are enough examples in the history of world civilization.

Caspian State University of Technology and Engineering named after S. Yessenov, which today managed to take its place in the field of Kazakh education, with the help of the brand “YESSENOV UNIVERSITY”, proclaiming such values ​ ​as “openness, benevolence, creativity,” today it is the center of higher education and science, culture of the Mangystau region. During its forty-five-year history, the university has experienced certain stages of its development.

Thanks to the efforts of the leadership of the region and the ministry, the Ministry of Higher Education of the USSR decided to satisfy the proposal of the Republic, after which Order No. 195 was issued on March 5, 1976 signed by the Minister of Higher and Secondary Vocational Education of the Kazakh SSR T.K. Kataev. Order stated: “In order to provide the national economy of Western Kazakhstan with specialists-engineers and on behalf of the Party Committee of the Mangyshlak region and the regional executive committee, I order to organize the General Technical Faculty of the Kazakh Polytechnic Institute named after V.I. Lenin at the Caspian Regional Mining Plant in Shevchenko”.

Due to the lack of the necessary educational and material base, at that time it was not possible to create an independent institute. The opening of the general technical faculty, the formation of its educational building and material and technical base, as well as the organization of faculty were already a difficult task.

The dean of the Faculty of General Engineering was appointed a graduate of the Kazakh Mining Institute (the current KazNTU named after K. Satbaev), candidate of geological and mineralogical sciences Kenesbay Tabyldyuly Tabyldiyev.

Kenesbay Tabyldyuly Tabyldiev (1931-2016) – a prominent scientist. He graduated from the Kazakhstan Mining and Metallurgical Institute with a degree in Mineral Geology. He worked as a geologist at the Sholaktau mine (1953-1957), a junior researcher at the Geological Institute of the Academy of Sciences of the Kazakh SSR, and head of the sector (1957-1976). In 1976 he was appointed dean of the General Technical Faculty of KazPTI named after V.I. Lenin in the city of Shevchenko. In 1983-1992 he worked as a professor at the department. Since 1996, he was engaged in scientific activities at the Institute of Geology of the National Academy of Sciences of the Republic of Kazakhstan. A prominent specialist in the field of phosphate geology. He is the author of about 60 scientific papers, the “Russian-Kazakh Dictionary of Geological Terms”.

Talented student of the great scientist K.I. Satbaev, who previously headed the sector of the Geological Institute of the Academy of Sciences of the Kazakh SSR, an experienced organizer, holder of versatile knowledge, talented scientist K.T. Tabyldiev – later became a doctor of geological and mineralogical sciences, “Excellent student of higher education of the USSR” K.T. Tabyldiev made a lot of efforts and efforts in the organization and formation of the first higher educational institution in our region, gave the basis to the prosperity of the general technical faculty and the formation of an independent university.

In understanding the history of the first educational institution on the hemisphere, the significance of the memoirs of Kenesbay Tabyldyuly, written in honor of the 30th anniversary of the university, is very great. A separate organizer, a talented scientist, recalling the bright activities of those years, spoke with special respect of the civil deeds of venerable individuals who did not spare their help and supported him in such a noble and difficult work. These names are extremely important for the memory of history, for the future generation.

In 1983-2001, the educational institution went through the intermediate stages of transformation from the General Technical Faculty of the Kazakh Polytechnic University named after V.I. Lenin to the Aktau branch of KazPTI, to the later combined Aktau Polytechnic Institute and Aktau branch of Atyrau University, became an independent higher educational institution – Aktau State University.

Since 1983, young, initiative scientist Y.T. Bozhanov was appointed dean of the GTF. Yesbergen Tokshylykuly Bozhanov is a scientific organizer who until 2001, for about twenty years, worked as the head of the first higher educational institution in Mangystau and made a huge contribution to its prosperity and development. During his work, a higher educational institution from the General Technical Faculty of the Kazakh Polytechnic Institute named after V.I. Lenin, having undergone the stages of transformation into the Aktau branch of KazPTI, Aktau Polytechnic Institute, became Aktau State University named after Sh.Yessenov.

In 1986, at the full, evening and part-time departments of the GTF studied about 1800 students, 175 of which studied on the job. The General Technical Faculty united nine departments. About 60 teachers worked at the faculty, two of which – doctors of sciences, 22 – candidates of sciences.

 

Bozhanov Yesbergen Tokshylykuly was born on May 1, 1943 in the village of Degeres, Almaty region. In 1960, he entered the Kazakh National University named after S.M. Kirov at the Faculty of Mathematics, which he successfully graduated. In 1973, he successfully defended his thesis for the degree of candidate of physical and mathematical sciences. Since 1976, he began his teaching career at the Kazakh Polytechnic University named after V.I. Lenin. In 1981, he was awarded the academic title of assistant professor of the Department of Physics and Mathematics.

Yesbergen Tokshylykuly in 1983-1990 worked as dean of the General Technical Faculty in  Shevchenko, in 1990-1993 – Director of the Mangystau branch of the V.I. Lenin KazPTI, in 1993-1996 – Rector of the Aktau Polytechnic Institute, in 1996-2001 was appointed as rector of the Aktau State University University named after Sh. Yessenov, having made a huge contribution to the formation and development of the first higher educational institution in our region.  

Y.T. Bozhanov made many efforts to discover many new specialties necessary for Western regions. For achievements in his work he was awarded the Certificate of Honor of the Ministry of Higher and Secondary Education of the USSR (1984), awarded the honorary title “Excellent Student of Higher Education of the USSR” (1992). In 1993, he received the academic title of professor. Full member of the Higher School of the Academy of Sciences of the Republic of Kazakhstan. Honorary Worker of Education of the Republic of Kazakhstan. Honorary Citizen of Aktau.

The opening of an independent higher educational institution in Aktau was good news in the spiritual life of the region in the first years of our country’s independence. By Resolution of the Cabinet of Ministers of the Republic of Kazakhstan dated June 7, 1993 No. 472, the Mangystau branch of the Kazakh Polytechnic Institute named after V.I. Lenin was reorganized into the Aktau Polytechnic Institute. This was the beginning of new pages in the history of this educational institution. The creation of an independent institute seventeen years after the first opening of the General Technical Faculty of KazPTI became a significant event in the life of the region. The Mangystau regional administration, the city akimat of Aktau, the Ministry of Education of the Republic of Kazakhstan, the Kazakh corporation “KATEP”, the production association “Mangyshlakmunai”, the Caspian regional construction department, as well as other leading enterprises of the city and the region played an important role in the organization and opening of the institute.

In those years, the Institute covered 3 educational buildings (with a total area of ​ ​ 19950 sq.m.), educational and production workshop (with a total area of ​ ​3970 sq.m.), student dormitory with 400 seats, reading room with 50 seats, gyms, sports training grounds, canteen with 150 seats, computing center, multiplier workshop and other utility rooms.

With the purpose to immortalize a name of the famous erudite geologist, pioneer of oil and gas fields of Mangystau and the Western Kazakhstan, the winner of the Lenin award and the State award RK Shakhmardan Yessenuly Yessenov, by the proposal of the leaders of the Mangystau region, according to the Resolution of the Cabinet of RK of July 1, 1995 No. 767 Aktau state university was named the academician Shakhmardan Yessenuly Yessenov..

Shakhmardan Yessenuly Yessenov (1927-1998) – an outstanding engineer, scientific geologist, public and statesman, a talented organizer of production. He graduated from the Kazakh Mining and Metallurgical Institute (1949), Doctor of Geological and Mineralogical Sciences, Professor, Academician of the National Academy of Sciences of the Republic of Kazakhstan.

Shakhmardan Yessenuly Yessenov was born on August 5, 1927 in the village of Tartogai, Shieli district, Kyzylorda region. After graduating from high school here, in 1944 he graduated from the Kyzylorda Pedagogical College, in the same year he entered the geological exploration department of the Kazakh Mining Institute.

He worked as a senior geologist, chief geologist, chief engineer at the Zhezkazgan integrated exploration expedition (1949-1960), Deputy Minister of Geology of the Kazakh SSR (1960-1961), Minister (1961-1965), Deputy Chairman of the Council of Ministers of the Kazakh SSR (1965-1967), Chairman of the Production Geological Committee of the Kazakh SSR (1965-1967), Director of the Institute of Geological Sciences of the Kazakh SSR, President of the Academy of Sciences of the Kazakh SSR (1967-1974), Minister of Geology of the Kazakh SSR (1974-1978), head of the department “Methods of exploration and exploration of mineral deposits” (1978-1994).

In order to implement the concept of reforming education and the multilevel system of training specialists, the Aktau State University named after Sh. Yessenov was established on the basis of the Aktau Polytechnic Institute and the Aktau branch of Atyrau University on May 7, 1996. This new structure gradually formed the basis of a multidisciplinary educational institution, which became a higher educational institution that trains specialists in the technical, oil and gas, legal, economic and pedagogical industries.

At Aktau State University named after Sh. Yessenov, reorganized with a new structure in 1996, there were 4 educational buildings (with a total area of 29523 sq.m.), dormitory with 450 seats, reading room with 100 seats, gyms and training grounds, canteen with 150 seats, a computing center, a multiplier workshop, etc. At five faculties, 4050 students studied full time, 2267 students studied part time.

In 1996, on September 1, at Aktau State University named after Sh. Yessenov, there were 418 employees, including 273 people from the faculty teaching staff, including 3 corresponding member of the Academy of Sciences of the Republic of Kazakhstan, 5 professors, 50 candidates of sciences, associate professor, 3 doctoral student and about 20 graduate students.

In 2001, a prominent scientist, experienced organizer Ashimzhan Suleimenuly Akhmetov came to the leadership of the university. He headed the university in 2001-2005 years.

 

Ashimzhan Suleimenuly Akhmetov (1950-2012) – a prominent scientist, public figure. Born on February 23, 1950 in the Novotroitskoye village, Zhambyl region. In 1973 he graduated from the Leningrad Institute of Technology. In 1973-1978 – graduate student of the Lensovet LTI. In 1978-1989 worked as an assistant professor, dean, vice-rector at Taraz State University named after Kh. Dulati. In 1989-1992 became a doctoral student at St. Petersburg Technological University.

In 2001-2005 he headed the Aktau State University named after Sh. Yessenov. In 2005-2006 – Rector of the East Kazakhstan State University named after S. Amanzholov, in 2006-2008 – Rector of the Academy of Public Administration under the President of Kazakhstan, from 2008 to the last days of his life he worked as rector of Taraz State University named after Kh. Dulati. Doctor of Technical Sciences, Professor, Academician of the Engineering Academy of the Republic of Kazakhstan and the Academy of Higher Education of the Republic of Kazakhstan.

In August 2005, Abdymutalip Abzhapparul was appointed rector of Aktau State University..

Abdymutalip Abzhapparuly Abzhapparov is a prominent scientist, a prominent representative of the foundation and development of the organization of modern higher education and science.

Born on February 10, 1950 in the Aravan district of the Osh region, Kyrgyzstan. In 1967 he graduated from high school in the city of Turkestan with a silver medal.

In 1999-2001 he worked as director of the Department of Higher and Secondary Education of the Ministry of Education of the Republic of Kazakhstan, in 2001-2005 – Rector of the East Kazakhstan State University named after S. Amanzholov. In 2005-2013 – Rector of Aktau State University named after Sh. Yessenov (later Caspian State University of Technology and Engineering named after Sh. Yessenov), 2013-2014 – Acting General Director of the Republican Scientific and Methodological Center for the Development of Technical and Professional Education and Qualification, 2014-2018 – Rector of Kokshetau State State University named after Sh.Ualikhanov.

He was awarded the award pins “For the best achievements in the field of higher education”, “Excellence in Education of the Republic of Kazakhstan”, “Honorary Worker of Education of the Republic of Kazakhstan”, “10 years of Independence of the Republic of Kazakhstan”, the badge “Honored Worker of the Republic of Kazakhstan”, the commendable list of the Head of State, the award pin “For deserved activity in the development of engineering of the Republic of Kazakhstan”, award pin “Kurmet” of 2010. In 2017 he was awarded the title of “Honorary Citizen of the Mangystau Region”.

The project of the university complex in every possible way provides for the necessary infrastructure. In June 2007, the construction of a university campus began in 32nd microdistrict of Aktau. Two years later, a new university was appeared on this site, which was commissioned in the fall of 2009. The university team met the academic year 2009-2010 in a new building; in September, the educational process began. Bright and comfortable audiences, wide corridors, meeting rooms and lecture halls, buffet and canteen, library and reading room – everything was equipped according to the requirements, all conditions were created for students to study. In the fifteen-story central head building there are structural units of the university administration, in three wings of the four-story building there are Institute of Marine Technologies, Institute of Pedagogical Technologies, Institute of Economics and Law.

It became necessary to rename the university in accordance with its structure and in tune with modern requirements. In this regard, it was decided to add the word “Caspian” to the name of the university. Since, firstly, this name is the largest lake in the world bordering five states – the old Caspian (Khazar), will further strengthen the international status of the university. Young people from the Caspian states, other foreign countries study here; they receive education that meets international standards. Secondly, among the Caspian countries, the university will be the first educational institution with the name Caspian. This will make it possible to firmly strengthen the Caspian brand in Kazakhstan, including in the city of Aktau.

Thus, the Concept of creating the Caspian State University of Technology and Engineering was created, which was approved on June 21, 2007 at a meeting of the Scientific Council of the University.

The meeting of Head of State N.A. Nazarbayev, who visited Caspian State University in June 2010 during his working visit to Mangystau region, with the staff of the university, was a special event in the history of the higher educational institution.

Students and teachers can benefit from the resources of many of the world’s libraries. This means the opportunity to quietly engage in science, collect various knowledge in various industries, and increase the level of their intellectual development. All this is proof that our students are not lagging behind the opportunities of current science and technology and are keeping pace with the times. The Head of State also spoke about this, expressing his confidence in increasing such news in the future.

“Today, all conditions are created for the education of young people. Since the independence of our country, we have carried out many works in the field of education. One of them is the building of the new university where you are now studying. I wish you, who receive knowledge in such a beautiful building with all conditions, to contribute to intensive development in such a production region as Mangystau”, – President told the student community.

Also in the reading room of the University, the possibilities of electronic communication in the library using the Internet was demonstrated to President. Connection was established with the Elsevier International Scientific Library, library resources of leading scientific centers in Russia, the possibility of using books and scientific publications in all branches of science in different languages ​ ​ was demonstrated.

In 2013, Botabekov Adilbek Kozhabekuly was appointed rector of the Caspian State University named after Sh.Yessenov, by order of the Minister of Education and Science of the Republic of Kazakhstan dated March 26.

Botabekov Adilbek Kozhabekuly – candidate of technical sciences, academician of the International Transport Academy.

Born on November 18, 1959 in  Almaty. In 1982 he graduated from the  Moscow Civil Engineering Institute named after V.V. Kuibyshev with a degree in Industrial and Civil Engineering.

In 1982-1985 – lecturer at the Almaty Institute of Architecture and Construction, 1986-1988 – graduate student at the Central Research Institute of Building Structures named after V.A. Kucherenko. In 1988-2008 – the teacher, the associate professor, professor, the dean of the faculty, the vice rector, the vice president of the Kazakh head architectural and construction academy; 2008-2013 – President-Rector of the Kazakh Academy of Transport and Communications named after M. Tynyshpaev; 2013-2017 – Rector of the Caspian State University of Technology and Engineering.

Owner of the Order of Kurmet (2011). He was awarded the award pin “Honorary Worker of Education of the Republic of Kazakhstan” (2005), “For Contribution to the Development of Science of the Republic of Kazakhstan” (2009), and the festive medal “20 Years of Independence of the Republic of Kazakhstan.”

During the years of the leadership of A.K. Botabekov, work was carried out in the direction of optimizing the educational process, material and financial savings, systematizing and harmonizing the organization of regulatory legal documents. The internal divisions of the university had undergone changes, in particular, measures have been taken to regulate the management of education and teaching. Social fund for university staff and students was approved.

CSUTI named after Sh. Yessenov is a member of the Association of Universities of the Caspian States (AUPG); Magna Charta Universitatum, Bologna (Italy); EURASHE – European Association of Higher Education Institutions; Eurasian Association of Universities; Association of Universities of the Republic of Kazakhstan, as well as the International Society of Oil Workers (SPE).

In September 2017, at the beginning of the new academic year, initiative, young scientist B.B. Akhmetov has been appointed as a new rector.

Akhmetov Berik Bakytzhanuly – candidate of technical sciences, academician of the International Academy of Informatization. Born in 1985. He graduated from Al-Farabi Kazakh National University with a degree in Information Systems, graduated from the graduate school of the Department of Information Systems of the Faculty of Mechanics and Mathematics.

In 2006-2013 he worked as a teacher, senior lecturer, assistant professor of the department of information systems of the above-mentioned educational institution. In 2011-2013 – head of the department of the educational process, educational and methodological management. In 2013-2017, he worked as vice president for educational and methodological work at the Khoja Ahmed Yasawi International Kazakh-Turkish University.

In recent years, the CGUTI named after Sh. Yessenov, which meets modern requirements, has intensified the desire for new changes from the point of view of modern requirements in the development of higher education and science. Such a desire, especially intensively manifested in the current academic year in a meaningful, structural aspect, is supported not only by teachers and students of the university, but also by residents of the region.

The cohesion of the team and the commitment to one goal, the movement forward certainly depends on the leadership of the organization. The new dynamics of the university, a bold desire to move forward by identifying specific tasks and goals corresponding to the trends in time – is certainly closely connected with the activities of the new rector of the University of Akhmetov Berik Bakytzhanuly.

In May 2018, President K.K. Tokayev visited the building of the only higher educational institution in the region, got acquainted with scientific achievements and the material base of the Maritime Academy.

The President got acquainted with the mission and goals of the university, he was provided with full information about the brand of Yessenov University. Students and teachers who arrived from abroad at the meeting discussed their proposals, expressed their wishes, and exchanged views with the president.
