On February 4, a substantive discussion of the draft New Constitution of the Republic of Kazakhstan was held at the Marine Academy within Yessenov University. The event brought together faculty members and students, who were presented with the academic community’s perspective on the key provisions of the constitutional reform.
The session was opened by Vice-Dean for Academic Affairs A.A. Yussupov, who elaborated on the main features of the draft Constitution and emphasized its significance for the modernization of the country’s political and legal system, as well as for strengthening democratic institutions. In her remarks, Senior Lecturer M.K. Aralbayeva highlighted that particular attention in the draft is given to the protection of human rights and freedoms, which is expected to contribute to enhancing legal culture and building a just society.
Professor Zh.Zh. Zhumayev spoke about one of the key innovations of the draft — the establishment of a new unicameral Parliament based on the Kurultai, noting that this provision is aimed at expanding mechanisms for citizens’ participation in governance. Head of the Department of Mechanical Engineering and Logistics G.Zh. Bulekbaeva focused on the importance of provisions related to the protection of citizens’ rights in the digital environment, underlining the relevance of personal data security in the context of large-scale digitalization.
At the conclusion of the event, Acting Vice-Dean for Student Affairs A.U. Aldabergenov held an open discussion with students, emphasizing the importance of transparent and inclusive dialogue on the draft Constitution. He encouraged young people to approach information critically, remain vigilant against the spread of misinformation, and actively engage in public discourse on constitutional reform.
The discussion served as an important platform for fostering students’ civic awareness, strengthening respect for constitutional values, and increasing understanding of the draft New Constitution of the Republic of Kazakhstan.
